Use of Positive Sanctions in the EU Foreign Policy: Goals, Mechanisms, and Effects

According to the conventional wisdom, the European Union is a powerful economic entity which, however, lacks coherence of the traditional actor of international politics – the sovereign nation-state. This being said, it does not mean that the EU cannot act as an actor, i.e. engage in purposive behavior. To demonstrate the contrary, this thesis shall attempt to show that the EU is able to develop strategies, implement them, and achieve objectives set. Positive sanctions or economic incentives used within the framework of the Common Foreign and Security Policy are suited to fulfill this task because they implement policies enshrined in the European strategic papers. The research question to answer is thus: Are the EU’s positive sanctions effective and what are determinants of their success (or failure)? This thesis shall turn on the broad literature of economic sanctions and International Relations to formulate hypotheses. Overall, three different policies with 30 cases shall be analyzed: the European Neighbourhood Policy, the Sahel Strategy and the management of external migration. Qualitative Comparative Analysis is chosen as a method, since it is well-suited for a medium-N study.
